You will recall that in his telegram No.814 of the 8th August 1949 to the Colonial Office the Governor of Hong Kong gave an assurance that he would consult with our Embassy in China before taking action to bring the Ordinance into effect We attach great importance to this assurance, and would be grateful if you would, in your reply to the Governor, take the opportunity of reminding him about this point.
3. We can readily understand that powers similar to those conferred by the Ordinance might well prove necessary in the event of a first-class emergency, but we confess to some surprise that the powers have not been kept in reserve in draft form, unknown to the public, ready for promulgation in the event of a
